It Means That You Can Not Link To A Particular Graphic, MIDI, WAV File Or Anything Else That Is Stored On The Domain Server For A Particular Web Site Owner.  If You Want To Use The Particular Item On Your Web Site, You Must Download It And Then Upload It To Your Own Server, After Making Sure You Have Received Permission To Use The Item On Your Page.
Does This Mean I Can't Link Your Home Page On My Web Site?
NO! - This Does Not Mean That.  Remote Linking And Linking To A Particular URL Are Two Completely Different Things.  You Are More Than Welcome To Link My Home Page URL Or Most Other GeoCities Web Sites To Your Page.
It Is However, Common Courtesy To Ask The Web Site Owner For Permission Before Linking To Their Page!  More Than Likely If You Ask, They Will Also Link You Back!
